The aim of this paper is to provide a synthesis of the literature on defining quality in the context of higher education. In our search for relevant literature, we intentionally cast a wide net, beginning with a broad search in Google Scholar followed by a narrower search in educational databases, including Academic Search Complete, Education Research Complete, Education Resources Information Center (ERIC), and SAGE Premier. We identified both peer-reviewed journal articles and publications from professional organizations, such as the International Organization for Standardization. We begin the paper with a discussion of the existing challenges and strategies for defining quality. Next, we provide a conceptual model of quality based on our review of the literature. Finally, we examine some considerations for defining quality assurance.

Quality in Higher Education was established in the early years of the quality revolution and has published 529 articles in the 21 annual volumes up to and including 2015. The journal was entitled quality in higher education to enable a focus on all aspects of higher education quality rather than just quality assurance. However, quality assurance issues loom large in the pages of the journal and about a quarter of all articles addressed external quality assurance. Nonetheless, throughout its history, Quality in Higher Education has avoided articles that primarily set out national quality assurance processes, preferring instead studies that explore the nature, impact of quality assurance or comparative studies. In similar vein, the journal tends not to publish studies based on a single institution unless they act as case study illustrations of wider internationally relevant concerns. From the outset the journal has been an international forum and contributions have come from North and South America, Australasia, Central and SouthEast Asia, Western Europe, Scandinavia, Central and Eastern Europe, the Middle East and Gulf States, Africa and the Asian sub-continent. Naturally, many articles give a perspective from the authors' own countries but they are selected on the basis of their generalisability. The articles have ranged from conceptual and pragmatic enquiries into the nature of quality in higher education through explorations of quality assurance systems to the impact of they have on student learning. This paper explores what has been learned from these three million words. Four things stand out: the monolithic approach to quality assurance; the failure to adequately explore impact of quality assurance; the dissonance between bureaucratic assurance processes and student learning; the cynicism of academics about the efficacy and value of assurance processes. In addition, two other recurrent issues are not explored here. They are, first, the perennial debate about accountability and improvement, which has been analysed widely not just in the journal but elsewhere and the issues are well rehearsed and need no repeating except to say that in quality assurance processes accountability has rather overwhelmed improvement. Second, is the highjacking of the conceptualisation of quality education by quality assurance: the notion of intrinsic quality has been engulfed by quality assurance to the extent that quality has come to mean the processes by which quality is assured rather than the essential quality of the higher education provision. This paper discusses the barriers and opportunitites facing higher education when assessing the usefulness of ‘quality as an organising principle’ for institutions. Four general definitions of quality are identified alongside a number of operational dimensions of quality. Both internal and external pressures towards quality of performance and service are outlined. Private sector and higher education quality systems are examined, and conclusions are drawn which emphasize the challenges ahead for leaders of higher education institutions.

A study on the relationship between the Fundamental Values of Higher Education and Quality Assurance

The study looks at the use of quality assurance (QA) tools to safeguard the Fundamental Values of Higher Education in the European Higher Education Area, namely institutional autonomy, academic freedom and integrity, participation of students and staff in higher, education governance, and public responsibility for and of higher education. This list of Fundamental Values was put forward in the EHEA Ministerial Communiqué adopted on November 19, 2020. On the same occasion, the ministerial delegations of the 49 EHEA countries adopted a Statement on Academic Freedom, which can be seen as an attempt to establish a common conceptual reference for academic freedom in Europe, framed as a fundamental value, rather than a legal right, regulatory principle or governance norm.

The International Quality Principles (May 2015) were elaborated by the USA Council for Higher Education Accreditation’ International Quality Group (CIQG) as a single set of international standards for academic quality in higher education with the hope that these seven succinct principles would be a useful point of reference for many around the world who are looking for clear and straightforward holistic statements of the elements of quality. The primary purpose of the principles is to develop a common understanding of quality by creating a framework that can be used at national, regional and international levels. The principles are addressed to various audiences: academics, students, employers, government, quality assurance and accreditation organizations and the public at large. They also highlight issues of quality and accountability, especially that our understanding of quality must respond to changes in higher education. Their intent is to inspire an ongoing quest for effectiveness and excellence. To further the quality dialogue around the principles, CIQG commissioned essays on each of the seven principles from authors in different parts of the world. This volume presents the principles and the accompanying essays. The papers seek to extend the internationally shared understanding of quality embodied in the principles by an analysis of the meaning and challenges associated with each as well as identification of issues raised by their implementation.

While the provision of higher education is becoming ever diversified, increased mobility among professionals requires greater standardization among qualifications so that they can be assessed by national authorities for decisions relating to recognition. New methods to assess qualifications are also needed to combat the academic fraud that accompanies diversification of higher education. While national authorities may lack the competence to make judgments about the quality of academic programmes and institutions, there is little comparability of standards when academic institutions are both providers and judges of their own services. For this reason, external quality assurance is most commonly organized through the creation of independent administrative structures, i.e agencies that commonly function as professional buffer organizations between public authorities and higher education institutions. To meet with dynamics of change, new methods of quality assurance such as accreditation systems have become a concern in higher education and will be emphasize in this paper.

Concepts of quality and methods of measurement appropriate to commercial settings have been applied to higher education without adequate consideration of their applicability. One result has been inconsistency between the desired outcomes of quality assurance, explicit philosophical choices about the concept of quality and the choice of methods to demonstrate quality. Within the commercial context where the concept of quality assurance originated, the concept of quality is referenced variously to features of the product, customer satisfaction, the fitness of the product for its intended purpose, the process of production of the product, or the culture of the organisation. An exploration of the relationship between different concepts of quality, and the purposes of quality assurance and quality improvement requires discussion of how concepts such as 'customer', 'product', 'intended purpose', apply in the context of higher education. The purpose of the paper is to clarify these relationships and develop a framework that will make explicit the different identifiable positions on 'quality' in higher education and describe the relationship between alternative definitions and key issues for the philosophy of education such as the nature of the relationship between students and the university, the purpose of higher education and how academic standards for degrees should be established. The paper concludes by indicating how this approach may be used to aid the process of designing and improving quality assurance and quality improvement processes.

This research aimed to develop a framework to enhance the operation of quality assurance in Saudi Arabia’s higher education institutions, through exploring stakeholders' perspectives, considering educational management and the potential of e-management.

In looking to generate an insight into the reality of QA practice towards developing a heuristic enhancement framework, a case study methodology consisting of both qualitative and quantitative data collection methods was employed. In the initial stage, a scoping study was employed to explore the main issues surrounding the operation of QA by conducting 10 interviews with elite stockholders. For the main study, interviews, focus groups and a questionnaire were employed to gather data simultaneously. There were 23 participants in interviews, 9 in focus groups and 301 responders to a questionnaire. Qualitative data were analysed based on thematic analysis, descriptive statistics were applied to the quantitative data making use of the SPSS statistical package. Data were analysed separately and then integrated and compared in the process of interpretation of the overall results.

This case study found that participants from all levels of the institution agreed that QA requirements are a primary part of academic commitments. The results showed that stakeholders are willing to engage in the QA operations at an individual level. However, not all faculty members accepted the changes resulting from a systematic QA approach. There are those who support and engage effectively and those who reject the idea because of uncertainty or lack of a clear understanding of QA. This study has identified that the largest group of stakeholders actively participating in QA operations is made up of QA staff, followed by administrative and faculty staff. In addition, the study found that stakeholders with experience in QA participate significantly more than others. The study noticed a disparity between the engagement of stakeholders at older long established colleges and new ones. Several factors driving this trend emerged, such as the work environment, availability of support from senior management, availability of human and financial support, and the extent of understanding of QAP. The study discovered a wide range of evidence indicating significant difficulties in relation to the participation of stakeholders in the QA operations, due to a number of common challenges; such as management issues, individual attitudes, staff development, incentives and external factors. The study indicated that the relationship between QA operation and e-management in the university is limited or unclear. In terms of the positive perception of participants toward the potential of e-management in the operation of QA, the results indicated that e-management could provide essential solutions to a number of challenges confronting stakeholders in QA operations. Five potential areas in which e-management could help in QA operations were outlined: administration, operation, information management, control and evaluation and support. However, the study revealed several potential challenges that could confront higher education institutions in taking full advantage of e-management in the operation of QA, namely, management aspects, stakeholders, and technical issues.

The study has proposed a heuristic framework to enhance the operation of QA and to tackle the issues that arose over the course of the research. The framework’s development is grounded in the literature across three disciplines (Change, QA and e-management), and in the perspectives of stakeholders involved in the actual operation of QA. This framework considers seven main areas: leadership, stakeholders, QAP, staff development, rewards and incentives, e-management and external factors. The study proposes a framework with the intention of providing guidance and insight for higher education policy and decision makers, academic leaders in Saudi HEIs, and for HEIs throughout the region.

Quality Assurance in Risk Management

This thesis investigated the inherent relationship quality assurance has with risk management processes, specifically focused on the construction industry perception of risk and uncertainty. On the evidence gathered, there is currently a lack of awareness and knowledge about quality assurance in risk management as a means of creating reliable risk analyses in the New Zealand construction industry. Risk assessments reported by those project managers who were interviewed were not representative of what eventually happened in the projects they managed.

A triangulation research approach was adopted, where a literature analysis, a case study and a survey were used in critical analysis of the relationship between quality assurance, risk, and uncertainty as revealed in the research background chapter. The three methods scrutinise this relationship in different ways and eventually addressed all the research questions posed.

A literature analysis was undertaken to establish the perception and definition of the terms risk and uncertainty before the standards and processes to quantify uncertainty were scrutinised in further detail. This allowed understanding of current concerns to be realised, so these could be tested in the thesis.

A case study of a real-life New Zealand construction project was analysed in specific detail ensuring the literature analysis and the survey were grounded in current industry practice. The aim of this case study analysis was to understand the behaviour of people in the industry in comparison to how they are said to perform in the literature. The case study analysis essentially identified the existence of uncertainty in a project and attempted to understand how uncertainties are being controlled.

An online Qualtrics survey was used to further test the perception and processes used for uncertainty management in the industry. The results showed that the New Zealand construction industry does not typically understand the difference between risk and uncertainty on their own. Technique use proved to be comprehensive with quantification of uncertainty occurring through formal techniques whether purposeful or not. The participants noted that complexity and lack of knowledge were the reasons behind the lack of understanding and that the existence of simple processes or formulas could enable the increase of reliable risk analyses in the construction industry.

Quality assurance factors that affect delivery of quality education: a focus on private higher education institutions in malawi.

The contribution of quality assurance systems is critical to the delivery of quality higher education in higher education institutions. Malawi has experienced a growing demand for higher education   resulting in rapid growth of private universities in recent years; calling for checking on quality of education and quality assurance systems. This study was guided by four research questions, which focused on quality assurance elements that contribute to provision of quality education. The aim of this study was to explore how quality assurance systems affect quality of education in private universities in the city of Lilongwe in Malawi. The research used mixed research methods that included both qualitative and quantitative research methods in data collection and analysis. The sample size for the interviews was 30 respondents while the sample size for survey questionnaires was 70. Data was collected from students, lecturers and members of senior management from three private universities.

The analysis of qualitative and quantitative data obtained from both the interviews and surveys was carried out using thematic content analysis and SPSS respectively. The main findings of both surveys and interviews indicated that Quality Assurance Systems were not well established in the universities under study and that there were gaps related to infrastructure, quality of teaching staff, learning and teaching resources and lack of stakeholder involvement in private universities quality enhancement. The study further established that leadership in the three selected private university institutions had deficiencies in resource mobilization strategies hence there were challenges with financial resources for the sustainability of their institutions.

The researcher recommends the strengthening of Internal Quality Assurance systems in order to improve issues of infrastructure, learning and teaching resources, leadership capacity and stakeholder involvement through the establishment of Quality Assurance Units, with designated directorates and involvement of stakeholders in quality enhancement activities. This study concludes that internal quality assurance factors are sufficient for improvement of quality education and attainment of accreditation status.

Doctoral thesis defence in Physics

Alicia Martin, a Doctor of Philosophy candidate in the Department of Physics, will defend her thesis titled “Monte Carlo Validation of Dose, Quality Assurance Protocols and Shielding in Radiation Therapy” on Wednesday, Aug. 21 at 1 p.m., in Plaza building room 600F.

The examination committee includes Brian Roy, Chair; Thad Harroun, Supervisor; Kevin Ross Diamond, External Examiner (McMaster University); Shahryar Rahnamayan, Internal External Examiner, and Kirill Samokhin and Edward Sternin, Committee Members.
